Phyllis Elliott Wins Optimists International 2013 Oratorical Competition

Phyllis Elliott has won the Optimists International 2013 district oratorical competition and the $2,500 college scholarship awarded to the winner. She competed at the Optimists’ western district annual meeting in Asheville, NC, besting four other young women Saturday, 4 May.
